Hearing loss is one of the most common sensory disabilities affecting people across the world. In India, millions of individuals experience different degrees of hearing impairment, including mild, moderate, and unilateral (one-sided) hearing loss.

According to the World Health Organization (WHO) 2018, around 63 million people in India suffer from significant hearing loss. Studies also show that the overall prevalence of hearing impairment in India is approximately 6.3%. Childhood-onset deafness affects about 2% of children, while adult-onset hearing loss affects nearly 7.6% of the population.

To support individuals with disabilities, the Government of India has introduced several welfare initiatives. One of the most important programs is the ADIP Scheme, which provides financial assistance for purchasing assistive devices such as hearing aids.

What is the ADIP Scheme?

The Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances (ADIP) Scheme is a government initiative implemented by the Ministry of Social Justice and Empowerment.

The objective of this scheme is to provide affordable assistive devices to persons with disabilities so they can improve their independence, mobility, and quality of life.

The scheme was introduced in April 2005 and is implemented through:

• Government agencies
• Non-Government Organizations (NGOs)
• National institutes and rehabilitation centers

These organizations receive grant-in-aid from the government to distribute aids and appliances to eligible beneficiaries.

Eligibility Criteria for the ADIP Scheme

To receive assistance under the ADIP scheme, beneficiaries must meet the following conditions:

1. Citizenship

The applicant must be an Indian citizen of any age.

2. Disability Certificate

The person must have a minimum 40% disability certificate, issued by a registered medical practitioner.

3. Income Limit

The monthly income of the beneficiary or family must fall within the prescribed limits.

• Up to ₹15,000 per month – Eligible for 100% financial assistance
• ₹15,001 – ₹20,000 per month – Eligible for 50% financial assistance

For dependent children, the income of parents or guardians should not exceed ₹20,000 per month.

4. Assistance Gap

The applicant should not have received similar assistance in the last 3 years from any government body, NGO, or local authority.

However, for children below 12 years of age, assistance may be provided again after 1 year.

Financial Assistance Under the ADIP Scheme

The government provides assistance for aids and appliances with certain cost limits.

• Maximum assistance for a single disability device: ₹10,000
• For students above Class IX: ₹12,000
• In cases of multiple disabilities, assistance may be provided separately for each required device.

This support ensures that economically weaker individuals can access important rehabilitation devices such as hearing aids.

To apply for the scheme, beneficiaries must submit the following documents:

1. Disability Certificate
2. Two passport-size photographs
3. Income Certificate from revenue authorities / BPL Card / MGNREGA Card
4. Disability pension card or certificate from MP/MLA/Councillor/Gram Pradhan (or notarized affidavit)
5. Valid identity proof (Aadhaar card, voter ID, etc.)

Cochlear Implant Support Under ADIP

The ADIP scheme also supports cochlear implant surgeries for children with severe to profound hearing loss.

Key features include:

• Government support of up to ₹6 lakh per cochlear implant
• Around 500 children benefit each year
• Specialized national institutes recommend eligible children
• Income limits remain the same as other ADIP scheme benefits

Cochlear implants can significantly improve hearing and speech development in children with severe hearing impairment.
